Dear Ministers

A recent review of health supports for autistic people concluded that for "parents of children with autism"

 

using routine health services is predominantly a challenging experience due to a number of factors, including poor communication, parents not having a voice and lack of understanding by HCPs in not individualising their approach to meet the needs of children with autism.

We note that that all the effort that started last financial year, which was none (see email below), appears to now be completed with no discernible result.

As yet, we have no response to our letter 15/4 to Minister Berry MLA about autism diagnostic services. The ongoing complex issues raised with numerous ACT ministers 11/6/2021 (see https://sofasd.org.au/d7/node/247) seem to have completely atrophied.

And the NDIS is under attack from the federal government - see http://a4.org.au/node/2328. We call on your ACT Government to try to protect the NDIS, and to facilitate its as yet unimplemented parts.

It's a new financial year. Surely the ACT Government can do better. Feel free to call me on 04xx xxx xxx.

It might help if we knew more about what you are planning and who you else intend to involve (generally, not asking about specific individuals). I'm guessing it might be something like the ID working group, or do you have something else in mind?

While we (at SOfASD) appreciated the opportunity to comment, in relation to services and supports for autistic people, on the Draft Position Paper about Intellectual Disability, we note that it is a long time since the former Minister asked for a review of services for autistic people or people with Autism Spectrum Disorder.

We hope that it will not take a further 2 years to create a draft position paper relating to health services for autistic Canberrans.

Please can you tell us what plans, in terms of actions and time-frames, the ACT Government has to review of health services for autistic Canberrans?

please find attached SOfASD's response to your draft Position Paper on Mental Heath Services for People with Intellectual Disability.

We appreciate the opportunity to comment on this draft. We hope our input is constructive.

Please be aware that :

  1. SOfASD has limited knowledge of the needs of people with Intellectual Disability and no authority to speak on their behalf; and
  2. services and supports for people with intellectual disability (ID) do not address the needs of autistic people.

While some autistic people also have ID,  autism spectrum disorder is usually their primary disability and they are usually denied services for their comorbid mental health conditions. We are keen to see the health and mental health needs of autistic people properly recognised and addressed in the ACT health system.

Please find attached the draft Position Statement on Improving Mental Health Services for People with Intellectual Disability. Our sincere apologies that it has taken so long to get to this point, however, the delay has allowed us to consider some of the issues and recommendations coming out of the Disability Royal Commission and other developments that will be useful in taking things forward.

 

We have appreciated your input regarding the importance of work that addresses health services responses specifically for Autistic people and the ACT Health Directorate has made an undertaking to progress this. We will be in touch with SOfASD in the coming weeks about this piece of work and the best way to progress.  In the meantime, we hope that you will review this document from the perspective of people with Autism who also have an intellectual disability and their families/carers, and provide any input – especially in relation to the recommendations and offer any suggested additions /amendments.
